This must be such an obvious deal that I am not seeing it.
On the "General" form of the "Appearance" form I see the "Out of Band" box and although I have changed the color the GUI doesn't reflect that

Maybe what "gives" is that you aren't looking in the right place. "Band data" is the box below the VFO frequency display that shows what band/sub-band the VFO is tuned to.
The default of "out of band" is gray. When the VFO is moved out of band, the band data box turns grey (or whatever color that has been selected for "out of band").

I am talking about the vertical line that splits the GUI. I thought that I could change its color, but obviously I didn't adjust the correct parameter/box.

If you mean the shaded area that represents the RX passband, that is the "Main RX Filter", and that color can be adjusted on the Appearance > RX Display tab.

No, I mean the single vertical line at 14,350kHz. Would like to change its color.

That is the "Zero Line".
You also have TX FL turned on, which is "TX Filter".
If you don't find the labeling at all intuitive it's trivially easy to just try changing colors on different things. The changes are live and happen as you make them so it's easy to see.
