Thetis 32 bit installation issue

Hello all,
today I started to try a 32 Bit version of Thetis on an old Win 7 computer. NET 4.8 has been installed. After Installation has finished, Thetis refues to start:
tried 2.8.9 and latest 2.8.11 version. Installed and de- installed multiple times. I do have administrator rights.
any ideas?
