Anan 100 power switch function?

Hi all
I am looking at the wiring layout on my Anan 100 and as far as I can see the front panel power switch only cuts power to the fan and Hermes board.
I know the 12v relays on the amp/filter board are powered from the Hermes 12v supply rail via the Alex header so they will be off.
However, the Amp/Filter board still has the 13.8v power in which seems to me that even with the switch off the amp/filter board is still supplying power to the power mosfets and the relay switching logic IC's etc.

I'm a little confused at this apparent odd switching arrangement, am I reading it incorrectly or is this the case?
