I've merged these two topics and made the title a bit more descriptive.
This is some very strange behavior. I wonder if anyone else is seeing this? I looked for it myself and I don't see that behavior here (ANAN-8000 into dummy load).

Allow me to clarify: NR2 engaged 100% of the time for phone modes only. I never use noise reduction or noise blanking when running digital modes.

One thing I forgot: in Seutp > DSP > NB/SNB, make sure that NB2 MODE is Linear Interpolate. That is far superior to the other methods, and makes all the difference between NB and NB2 modes.

As you have surmised, the PA profile is not tied in anyway to the transmit profile. You have to manually change either or both as required.
