Missing wpcap.dll so HpSDRBootLoader will not run. I do not know how to fix. Anyone have this problem?

Well, I would go ahead with P2, but the Bootloader app will not open on my Windows 10 HP laptop. I have tried multiple time to install and reinstall the program. It did try to open initially with a message that a DLL was missing. Now no message. Help.

Thanks to all for providing information. Pretty much all new to me, but since yesterday I am making progress. I think that will go ahead and load P2 after more research.
